She has a very wicked mind totally opposite to humans and if everybody see her in clothes, to her it's like being naked, because now everybody who knows her will keep staring at her (look up chapter 40 for her reaction, btw).
Also, remember when Darling or Zombina asks her to put some clothes on, that's exactly why she ignores them and just completely changes her appearance.
