>>2403371It probably has a lot to do with limited graphics: hair is the sort of thing that polygons have an enormous amount of trouble modeling, and no one's about to throw enough money at this particular subject to fix it. On top of that, hair on the head is a lot easier to model, I'd imagine. The 'lazy' way it's modeled may well lead to an uncanny valley sorta vibe- it looks off enough that we can't fool ourselves looking at it.
