Turn-on and masturbation is only hot when it’s forced and not brought on by the subject. That kind of thing makes much more sense in exhibitionism which might as well be the opposite of ENF.
Don’t get me wrong, I can absolutely imagine a category like “shame” where you have situations like this (maybe a shy girl looses a bet and has to go streaking and then starts masturbating in public when she gets turned on by it).
Just one anon’s opinion but to me the escalation of humiliation is naturally more distaste with the situation not less. Maybe it’s rapey stuff, more embarrassing witnesses (family, boss, crowd, etc) or again, forced acts or displays. A “she’s getting turned on” line always kills the momentum for me in enf media and changes it into something it’s not. No disrespect to you guys.
