Skirts are dead simple. You take a rectangular piece of fabric and wrap it around yourself, just like you do going to a shower.
Everyone starts with skirts. All the other stuff comes later when skirts stop being viable for one reason or another and whether this applies to both the men and women decides whether women go for it or not.
Trousers are an adaptation of skirts for horse riding. So in Europe, women ddn't have a need for them, while nomadic women all switched to trousers. Inuits didn't do it for horses but better insulation and warmth. Again, both genders wear crotch-wrapping trousers.
So no, skirts were not invented to prevent period blood from shitting your clothes up.
