The manga sucked, anon.
With the dragon arc being an absolute slog (despite being only a few chapters), there was a lot of drop off between the first and ninth chapter. Also, while she has an absolute 10/10 design, her story was shallow and fell apart at the lightest bit of scrutiny. AND lastly, the carbuncle arc afterwards was somehow even worse.
TL;DR Great design, awful manga

You are 100% correct but there are plenty of characters that took off despite the source manga not being great. Sometimes they even carry their manga.
Cindy is one of the cases where the resetera mob cared more about the character than the target audience even did.
