And with all the weird shit that happens in town and gets flushed down that system, it's led to their water having unusual qualities. The crops that Axel grow can sometimes have strange mutations, or weird effects when consumed. Still, he has to make a living so he sometimes sells his produce in town. Chef Shef likes to buy locally, meaning some of the food he serves includes ingredients from Axel's farm, which of course leads to strange reactions to eating his food.
It's also rumored that Axel knows where Mazieby's hideout is, although when asked he just warns you to not go down that road.
