I realised that Hansel doesn't really have a positive relationship with any adult character in town, he's pretty much only friends with other kids. Being a homeless criminal most law abiding citizens and law enforcement like Elmer dislike him, and Ramon finds him to be a nuisance and only really tolerates him as a frenemy because Hansel is a child.
Alternatively, how long would each family/adult last taking care of him before they inevitably kick him to the curb again after he lets rats into their kitchen for the 20th time?
