This is solely how good they are at hurting others, including if they usually have weapons (Robert or Sid with their guns, Rulf with his crutch sword etc). Also takes into account their personalities, Nightmare Guy could probably smother people but he's too much of a softy to do that outside of the most dire circumstances.
Also they are placed within no particular order within their tiers.
