ConceptArt.org has lots of stuff, you can find some useful references through image searches and public domain sites, etc.
Personally, I just focus on my own personal impression of what is "cute", while incorporating various references from real life and anime/cartoons. The pic your quoted came as I wondered about how people look while busy and how to make that look attractive. There are plenty of images of meidos posing for the camera, I wanted to see meidos busy with their tasks.
