Some background info on the author. He was the predecessor of alex jones. There's even a clip of him online calling alex jones a lying snake that is only doing it for the money. He was wheelchair bound, losing one of his legs after an 'accident' where he claims men in dark suits later approached him telling him to keep his mouth shut. The book was published 1990 and was the inspiration for the video game Deus Ex. Bill Cooper got into a shooutout with a cops and died Nov 2001. This sounds insane, until you realize the man only had 1 leg. The shootout story is about as plausible as someone committing suicide by shooting themselves in the back of the head twice. Or hanging themselves in their prison cell using a bed sheet.
