Originally his deal is that he's an adult who gets mistaken for a kid, so he hangs out with the kids. The problem is that he's still an adult, and doesn't share any of the interests or personality traits of the other kids. So while all the other kids are out doing something fun, Ramon's character would be responsible and just want to sell more wieners to earn money for his family back home. And if we changed it so he was more childish and enthusiastic to play with the kids, he'd come across as more creepy if anything, like Michael Jackson.
Ideally he'd be someone like chef, simply an adult the kids come to for advice. But right now we already have Shef, and have never really used Ramon as an advice guy.
Additionally, since the majority of adults in town mistake him for a kid, he can't even have many interactions with them. They'll just dismiss him as a kid so they can't have the same kind of interactions on the same level with Ramon as they can with other adult characters.
Ramon has sadly fallen more into obsolescence as he doesn't really fit in with either the kids or the adults, and other characters fulfil the bridge between adults and kids ala chef better than him.
