Tape is still a contentious issue because it goes against tradition, but there are people out there using 3m VHB tape and other hi tech tapes that retain the tyres just fine even for cyclocross.
Whatever you use, surface prep is key: make sure the surface is clean and free of dust and oils before putting the tyre on by scrubbing the rim with acetone, I use oil free #0000 stainless steel wool for this and it comes up super clean.
