but if they don't need to be replaced I guess it doesn't matter unless they break down on the road, the local shop is not likely to have french sizes in stock.

I know I've seen certain models of modern BBs that still came in Italian and French sizes, but can't remember where I saw it.
if it was me I'd immediately put a new, sealed (or hollowtek, if you can find it) BB on it and delete the cottered crank just so I won't have to deal with it failling on me and getting a subcompact crank will give you much more favorable gearing which you could use since that bike is a bit heavy plus your touring load. and replace the stem. also, the new stuff being aluminum will delete a couple pounds.
everything else is probably fine but heavy. I'd go ahead and get an aluminum seat post, too, just for a cheap and easy grams-shave. it's dope that you already have racks and nice full fenders. the light mounts are nice and could probably be repurposed for some nicer and modern lights in them.
personally I'd definitely use this bike since I wouldn't mind doing all the above. it's cool.
