If I want to brake really hard I have to place my residual arm on the handle bar as well and doing so incurs a delay, so I'm settled with just a back brake. On my previous bike I actually had both brake levers on one side, but if I recall I still used the back more than the front. On my current bike this isn't possible due to the integrated shifters, though your point I have mentioned above maybe something to look into.
