University have a shitload of bike (NTU is the biggest), and often student abandon their bike after their few year of service. Ask a maintenance dude if you can pick up an old one, a friend scored a decent hiten fixie like that. That was the cheapest way, by cheap i meant free.
If you don't find your luck then check out taiwanese's Taobao wich is called Ruten. Search Ruten then find the bicycle selling page: (on the car ) and 自行車 then click on "二手品" wich means second hand. There are often some sick deals, i scored a decent giant on it.
If still not found anything that suits you you can go on facebook copy pasta this group: "二手腳踏車專賣店" some bike geeks often sell their bike on the cheap.
