Last year when a new bike lane was added the city swapped the direction of stop signs at one intersection so people riding to the main MUP access 2 blocks over wouldn't have to stop. Today there is a sign up that its becoming a 4 way stop soon. Absolutely no reason for it other than to acknowledge that drivers regularly blow stop signs so cyclists need to stop to protect them from the ineffective stop signs.
The snow in the new bike lane is wider than the bike lane itself. Going the direction the camera is pointed the bike lane is narrow and hugs the curb. Opposite direction its in the middle of the street after a painted buffer between the parking lane. Its sort of a one lane road with 2 way traffic, but drivers are allowed to drive in the middle of the road bike lane.
I think originally they were going to get rid of all the parking until nimbys complained. No houses actually face onto that road, so there's no need for parking on it other than the occasional 5 car families.
