Basel is building the Rheintunnel, which is a massive highway tunnel project, in essence similar to Rosengartenstrasse, except it will actually INCREASE road capacity, which Rosengartentunnel would NOT.
Rosengartenstrasse directly follows the Hardbrücke, if you reduce capacity on that stretch you'd need to reduce it on that whole throughfare. Also it's the only significant road connection across the city on that side of the city center.
With the death of Rosengartentunnel Rosengartentram is kill too. That means the whole relief line project is done for. The tram network will suffer overall, since the central part will remain saturated. This also means that a hypothetical tram line 1 is definitely off the table even in the long term.
But please, enlighten us on how a relief line should now be established without the Rosengartentunnel. I bet the city planners would like to know this as well.
