protip: no bid contracts aren't "privatization" and one example doesnt define the entire concept
I worked as an intern in government bureaucracy, one time they "accepted" 65k of computers FOR NO REASON WHATSOEVER.. all the computers sat in storage and the computers we already had were up to date. We pitched replacing a couple of the employees with software and they immediately rejected it because they all have eachothers back and just try to hang on to as many jobs as they can.. even if people just fill out paperwork manually.
