I suggest you convert to flat bars, upgrade the seatpost and pedals, and buy some new tires. Yours are cracking on the sidewalls and are quite sketchy.
Also service all of the bearings, and add a basket/rack You could upgrade the brakes but I don't know if i would bother on a beater like that, shitty braking can be ok. Just going to flat bar levers with new cables will improve them. Maybe do pads too.
