>>1133548I made mine from an old MTB inner tube. I cut the upper part in such a way that the rubber wraps around through where the strut joins the fender and back onto itself, then I stapled it in place with an ordinary desk stapler. It was easier on mine because the strut design on VO fenders has more room to hang stuff on, but I believe you could work with what you have with some ingenuity and/or trial-and-error.
