It has wings that are designed to be as slippery as possible at high speeds and in effect it has two wings with the flaps up or down. Any slow speed procedure has to be done with flaps basically and engine out events make that critical.
I guess it's just that the wings have low camber and have a high aspect ratio, so flaps are really a necessity. It's also the reason why it goes 100 knts faster than a king air.
