It misses the point that e-bikes can use bicycle infra, which makes them safer than motorcycles because they're isolated from cars, and makes them considerably faster in well designed cities.
Pic related is just not suitable for an e-bike. The motor doesn't exist to help you pace traffic, it exists to help you get up hills.
