You can get loose ceramic bearing and cone sets pretty cheap though, but dual labyrinth sealed bearings last a long time and are virtually maintenance free until they die.
As for the new wheel: 32-36 spoke with non coated sapim spokes and a double wall, pin jointed rim of whatever depth profile you like.
Hubs can be whatever, as long as the bearings are easily replaced and low care, and the axle and ratchet are made of good steel.
Watch for weight saving meme-components, unless you want to be fleeced.
