If you want new, look at 'gravel'/ 'adventure'/ 'touring'/ 'endurance road'/ 'meme' bikes, they're basically road bikes but with wider tires, more relaxed geometry and lower gears. Perfect for him
Or maybe get him a Linus roadster like pic related. Good old man bike.
I wouldn't worry about discs or no. Just don't get him something with suspension. For mostly road riding suspension should come from wide supple tires and a compliant frame.
