The problem with listening to music on the bike isn't that it blocks your hearing, it's that it can distract you. You can be a perfectly safe cyclist and also completely deaf, there's no substitute for looking before you make turns and lane changes.
A speaker is objectively the worst way to listen to music on a bike, it's potentially annoying to others and less efficient than using headphones. Headphones have the advantage of blocking out wind noise too, sometimes I put headphones in my ears without music on if I'm on a long ride on a windy day just for that purpose.
Music is great to ride with for timing your cadence to and giving yourself something to distract yourself with when you're pedaling mile after mile out in the countryside, but isn't really appropriate if you're riding in the middle of a city and need 100% focus to deal with people and bikes and cars that are moving all around you.
