It's shifting state interest into operating regional rail systems, which are better for serving metropolitan and suburban infrastructure. As states upgrade to Class 5+ track to suit their needs, nearby metros can have either updates to existing or brand new lines developed by AmTrak to focus on intercity. Definitely don't try to compete with air travel for any cities that are more than 400 miles apart.
