Glasgow is a prime example of relative competence in British motorway planning, it was originally going to have a motorway box like Kansas City, but the project was cancelled and only half of the city centre ring road was built, however having half of a ring road is more than what you can say for any other UK city, as the M8 today ignores the bypass hivemind and takes people to where they want to go: the heart of the city. That's why Glasgow - despite being the most populated city in Scotland - is not even in the top 10 of the most congested places in the UK, even Aberdeen is more congested (albeit for the reason of having no through road/bypass completely). Manchester - with a population equal to that of Glasgow - is the second most congested city in the UK, despite having a bypass along with a glorified dual carriageway masquerading as a motorway, although it must be acknowledged that the context of Manchester is slightly different compared to Glasgow, which is the centre of its conurbation whilst Manchester is sandwiched between Liverpool and Sheffield. My point still stands however, through-road motorways do the same job as bypasses but better as it not only takes traffic away from regular roads whilst also taking traffic to where most people want to go, unlike bypasses.
