There is no accountability and everyone working there is in cruise control and just trying to make it till they can cash in their pensions. Also we submitted a proposition to use software to eliminate some of the jobs entirely taken up by paperwork and the bureaucrats met and decided no because they are like a union that tries to keep efficiency out of their department because that would mean less gibs.
Why don't you believe what Elon has to say about government space programs. The only state sponsored space program that was comparable to his launches in cost was the Indians and they have a culture of working for little pay. Elon has said many times that governments are really really wasteful when it comes to these kinds of things.
