Even with the best intentions, and giving them a gigantic windfall, who's to say they'd know how to wisely use it?
A far, far, far better idea would be to do like every single other country on earth and say 'here, amtrak, this is your budget for the next five years, and in return you're going to deliver this, this and this. see you in a year's time where we look at how well you're doing and then we'll think about maybe the five years after that'
it wouldn't magic 30000000 miles of shinkansen track into existence, and it won't make people burn their cars in the street and take the train everywhere instead. but, it'd be a start.
