If someone builds a building, and 40 years later the concrete crumbles, who can you punish? Everyone with decision making power is dead or at least retired.
The romans solved this with castes and family businesses. If you were a builder, so was your father and son. So if you cheap out, your grandkids could be shunned and not get work, and your family line would descend into poverty. That made people more willing to think beyond their own lifetimes.
