They kind of remind me of steam engines when they go hood first actually...
As for the passenger locos, it's because most of them don't turn around often enough for it to be worthwhile. The long-distance Amtrak locos will be facing one direction for hundreds of miles. You'll notice that the ones they have on the short-haul lines in the Northeast DO have two cabs.
