except it does work, it works very well when its not a boulevard with median, and cars are forced to slow down to pass. it is speed control by design.
the streets in the united states are just too wide to be useful. the real problem is driver behaviour. it has a lot of other causes, but by narrowing roads you can use human intuition to your advantage when accounting for speeds in road design
