95% of all Moscow units (as of now they still count 647) were built between 2008 and 2012, with only 43 units built in 2017. So, not exactly your definition of "new". To top it off, maintainance was rather meh during the last 7 years.
There is also a speculation that receiving "free trolley buses" from Moscow can torpedo new trolley buses's production and ordering, eventually leading to problems, but we have yet to see.
