When you resist or packpedal on a fixed gear, the wheels move backwards. The pedals keep moving in circles as long as the bike is moving forward. There's no ratcheting action.
A single speed has a freehub or freewheel, which ratchets when you stop pedalling. This also means you can't brake like a fixie can. Riding such a bicycle at speed is quite dangerous as you have no way to stop quickly, and no way to brake downhill. You could always rub your shoe against the tyre I guess. Or maybe stick a wheel in the spokes and end it quickly because you were dumb enough to get on a brakeless single speed.
