These things cannot reliably be kept topped up if they're street parked. Also electric ones are still kinda expensive and still only make up a fraction of all mopeds. In fact the only ones that hold their value or even go up in value with age are these noisy, fuming heaps of shit from socialist times because they have no speed limiter.
