We never needed to build much railroad when most of the heavy transportation could be done over water which was way cheaper. Getting something usable to the mass public would be expensive and difficult. If you wanna skip the state level you could try the Federal level but good luck getting Congress to pass anything that helps out the general public.
As a side note, yeah obviously public transportation is better in low crime rate societies. You don't see instances like
