Here's my proposal. It allows for seamless integration between the SIR and the rest of the NYC subway, once you sort out the traffic and headway kinks you might be able to have a one-seat trip all the way from Astoria or Forest Hills into Staten Island, depending on which line you decide to co-opt. It would make the MTA's life a little easier when they do repair work on the trains since they wouldn't have to truck it over the Verrazzano Bridge to Coney Island anymore.
They were going to build a tunnel here 100 years ago but gave up, there's about 100 feet of tunnel that they carved out under Owl's Head Park.
