Commuter rail is probably saying much, it's more like a regional line, covering from New Underwood to Sturgis. This ought to be a low-demand line using small DMUs, ideally an hourly service. Since the whole journey is about 1.5hrs, the return trip is 3hrs, so four trains would be enough for such a service. Add a lot of stops at every minor population center, these can be on-demand stops. We have low-demand lines like that here in Europe and they work quite well.
Now it's important of course to add to that a good bus system. I'm coming to that.
