From looking at ABET certification and EIT/PE requirements I wouldn't really be much of a full engineer with just a masters which is kind of what I expected.
The people I know who have masters in civil engineering but no undergrad engineering degrees seem like they do travel demand models/forecasts, traffic studies, and more technical planning tasks. Fortunately that is the stuff that interests me about civil engineering.
