It's a 90s mtb that has been set up for 700c instead of 26'' which is probably why the frame looks small, if anything it would be half an inch too big for me as a 26er mtb, but the top tube is about ideal hence the short reach of the stem and positioning of the saddle. When the drop bars go on it'll be poifect, although I may need to push the saddle forwards a couple of cm.

but back to my original point, these kinds of bikes surface all the time, you just need to be on the look out and have a basic idea of what it is you're after, plus some patience and a little bit of luck.
