If that's the case, I like to run the cable, route it properly through the anchor bolt (as you're about to do in your pic), let the extra go where it wants to (in this case, straight through to the left side of the bike), then wrap the extra around my hand to get a good firm grasp, and then pull it to tension it as I tighten down the cable anchor bolt.
