brake rub is more of a problem with brakes that have a high mechanical advantage .ie the pads do not move very far relative to the brake lever, so the pads initial position is not far away
.eg for Cantilevers the pad starts 1.5 mm away
for V brakes pad distances is 1 mm
disk brakes idk but I run them as close as possible, just enough to clear any warping of the rotor
to avoid having to re crimp the cable its good to have a little bit of adjustment in the brake barrel so the cable can be loosened if the initial setting is too close, or if the braking surface gets bent
but maybe 3/4s of the available adjustment is kept in reserve to account for cable stretch and pad wear

too short will make the curves shallow and mess up the angle at witch the cable exits the housing
too long and the cable will try to bend the housing to a shorter and shallower curve
