That happened in Ohio too. Federal Govt approved 400 million for passenger rail projects. One study is done for a connection between Cleveland-Columbus-Dayton-Cincinnati.
New governor gets elected, 385 million still in the fund. Says he'll use it on any DOT project he sees fit... Doesn't work that way. Feds redistribute it to other states.
That was 10 years ago, and I'm still salty about it.
