Egypt had always had a problem of population distribution (pic related)
With 95% of population (roughly 90 million) living in the Nile Delta and its banks which don't exceed 5% of the total land area for 7000 continuous years.
With the population increasing at an alarming pace, Major Cities in the Delta are rapidly expanding over the fertile agricultural land decreasing the overall agricultural output and leading to dependency on food imports.
The Government is building multiple new cities in the desert even a new administrative capital 90 km east of downtown Cairo in the desert but many doubt if it will ever succeed in shifting the population away from the Delta and Cairo.
What do you think the best way to handle this situation?
