I've been thinking a lot about this the past few days and I think I've come up with the ideal solution.
Use panniers, with your bike lock in one bag and a small backpack in the other.
That way you get the advantages of both a backpack and panniers.
During the ride nothing on your back. When you stop, you take the bike lock out and wear your backpack, so nothing left on the bike to steal.
