The air is always "stuck" to any surface. If you put a fairing in the TE, the air gets stuck to the shape of that fairing, so you're minimizing the amount of energy lost. If there is no fairing, the air moves back and forth instead, which takes energy.
That's why a flag is the worst for aero, because the air is still moving back and forth, AND you're also using energy to make the fabric move back and forth.
