The main thing to consider is the outline gauge.
The infrastructure in QLD is designed for a single story train. This is to say that a double decker train would collide with the overhead wires and also would not work with the up and coming BAT (Bus and Train) tunnel that they're cooking up.
Aside from this, secondarily, is the weight (axle load). A double deck train will have a higher axle load and requires a more robust track structure to support it. The track in QLD metro area is not suited to this.
The reality of the game is that the GOV (TMR, QR) set the spec of the train they want and put this up for tender. The bidders (train builders) then put an offer in to design,build,comission the trains. The builders have little say on what product they're providing, this is the state's position.
I suppose the other thing I haven't mentioned is the increased cost of the doubler decker over the traditional design. This extra cost is only really justified if there is the patronage on the line (which, currently, in brisbane there is not).
