From the tire tracks it is obviously too narrow for drivers to be passing, but if I didn't ride down the center I guarantee they would try anyway. This one is a little deceptive, the road doesn't actually widen at the start of the left turn lane, the right lane shifts over with it, the road for the turn lane won't be built for another 15-20 years.
If it isn't safe to let them try passing and there are square curbs on both sides they can fucking wait 5 seconds. If there was a road like that of much longer length I'd find an alternative route. Even bi-directional arterial roads with one lane in each direction and square curbs on both sides I typically avoid.
On single track dirt roads I pull over to let vehicles pass. Encountering vehicles on those roads is very uncommon. They are typically strictly for farm field access or the last mile to one or two farm yards.
