My ideal circle line for Chicago basically connects all the METRA lines to O'Hare and Midway. Ideally, Amtrak would also stop at the transfer stations basically giving all the Illinois corridor services quicker and more convenient access to O'Hare and Midway which I think could be a huge ridership generator. It's also almost all on existing ROW so it should be very cheap and quick to build.
