I would have a light railway linking the small communities together, with a connection to a big mainline railway at the nearest urban town. Think something like Colonel Stephen's light railways in Wales and South England, lightly laid track and bridges, small, usually second hand locomotives and carriages, unmanned stations with tickets sold on the train, everything would be bare minimum unless there was more then enough demand.
